This is a pair of vintage small 12 centimeter (roughly 4 1/2") drop forged steel linesman lineman pliers made in Western Germany. Other than some tarnishing on the metal they are in pretty good shape, no nicks in the wire cutting edge, and the teeth are almost like new, mild denting on one small part. See photos. L24
